PROFESSIONAL MUNICIPAL MANAGEMENT JIF. CYBER JIF READY.

The Professional Municipal Management JIF is one of the affiliated joint insurance funds whose members are covered through the New Jersey Cyber Risk Management Fund, the Cyber JIF. Cloud Guardian takes the municipalities that belong to the Professional Municipal Management JIF through the Cyber JIF control framework, closes the gaps, and builds the evidence file the certification checklist asks for.

Cloud Guardian LLC, an IT and cybersecurity provider based in North Brunswick, New Jersey, prepares the municipalities that belong to the Professional Municipal Management JIF for the New Jersey Cyber JIF cyber risk control program: gap assessment against the current control framework, remediation, the template policies filled in for the entity, and an evidence pack behind every line of the certification checklist. The Professional Municipal Management JIF holds a seat on the Cyber JIF board of commissioners, currently filled by the Township Manager of Moorestown, per the fund's published board list.

WHAT THE CYBER JIF
ASKS OF A PROFESSIONAL MUNICIPAL MANAGEMENT JIF MEMBER

The Cyber JIF was launched by the Municipal Excess Liability JIF on January 1, 2023, after the commercial cyber insurance market hardened for local governments. Coverage runs through the affiliated JIF, and with it comes a risk control program the member is expected to work through.

A framework to meet

The fund publishes a Cyber Security Framework with ten control areas, from asset and account management through logging, defense, training, third-party risk, written policy and annual penetration testing. The current published version is the one that counts.

A certification checklist to complete

Step two of the fund's program is getting certified. The checklist wants each control operating and documented, not a vendor invoice that implies it.

Template policies to adopt

The fund supplies an incident response plan, a technology policy and a third-party security questionnaire as templates. They have to be filled in for your entity and adopted, then actually followed.

A deductible that depends on the work

The fund publishes a deductible reduction checklist for use when a claim happens. Where a member stands against the controls shapes what it pays out of pocket, so the evidence has to exist before the incident.

Our office is at 643 Georges Rd in North Brunswick, Middlesex County. We respond to public solicitations, hold New Jersey business registration and the required insurance, and present to governing bodies. The Cyber JIF's own free member services, awareness training with phishing simulation and an external vulnerability assessment through the fund's contracted vendor, fit alongside our work rather than replacing it.
